Consulting Under Section 106 of the National Historic Preservation Act
This handbook presents recommendations for complying with Section 106 of the National Historic Preservation Act during the environmental review process for transportation projects. The following issues are covered in the handbook: (1) how to prepare for a Section 106 consultation; (2) how to define an area of potential effects; (3) inviting consulting parties; (4) evaluating eligibility for the National Register of Historic Places; (5) determining adverse effects; (6) resolving adverse effects; (7) developing memoranda of agreement and programmatic agreements; (8) using alternative procedures to satisfy Section 106 requirements.
