Maintaining Integrity: Virginia DOT's Maintenance Facility Structure Ready for The Future

This article focuses on the Virginia Department of Transportation (VDOT) in commemoration of its 100 years of service to the state, and its current maintenance practices for the 57,800 miles of roadway that it is charged with maintaining. The agency is currently converting its operations model to a follow a private sector approach by downsizing and contracting more of its business to outside builders. It has consolidated 335 maintenance facilities into 248 and cut the number of persons employed by 1,600 from 10,300 to 8,700 in order to cope with overhead in its $1.5 billion program. The outsourced work is supervised by VDOT staff, but the day-to-day operations are conducted by the contracted organization. Foremost in considerations regarding the consolidation, however, was maintaining the level of emergency responsiveness to the people of Virginia, a goal that, according to authors, has been fulfilled.
