When the Regulator Acknowledges the Existence of Two Distinct Markets for Taxi Services
This paper notes that there are two separate markets for taxi transportation - the hailing on the street market and the telephone market - so there should be two different regulatory schemes for the taxi industry. The paper studies the taxi industry in three cities that have understood this distinction, and have therefore differentiated their taxi industry regulatory frameworks: New York, Paris, and London.
