National Guidelines for Transport System Management in Australia - 2: Strategic Planning and Development
This report presents a national standard for transportation planning and development in Australia. It provides guidelines that target ground transportation; and the guidelines also apply to railroads and intermodal transportation (as well as roads). The guidelines include a framework for strategies which guide decisions about individual programs. There are eight parts to the framework: (1) using the government's high level objectives to set transportation system objectives; (2) noting high level policy; (3) system planning; (4) identifying a number of possible transportation initiatives; (5) preparing a business case for each transportation initiative; (6) prioritizing initiatives, and then including them in a program; (7) delivering programs and initiatives; and (8) reviewing the performance of the framework, initiatives and programs.
