So Close and Yet So Far Away: Juneau’s Area Wide Transportation Plan
This paper presents and analyzes a 13-point mission statement, and assesses the role of this statement in the preparation and approval of the Area Wide Transportation Plan for the City and Borough of Juneau, Alaska. The mission statement was formulated and approved in draft form in June of 1999. No changes were made to the mission statement over the course of plan preparation and adoption. Four years of preparatory work culminated in a community-wide discussion of the draft plan in the spring of 2001. After extensive debate, the local governing body approved the plan in July of 2001. The paper concludes by assessing the plan’s successes and shortcomings, including a one-year retrospective. Juneau, the third largest city in Alaska, is the state capital and the home to 30,000 residents. While most of the community is on the North American mainland, there is no surface land connection to the continental highway system. Thus, the community can be reached only via air and water, with most resident travel by air and the bulk of freight movement via barge.
