Do ‘heritage roads’ and the Australia ICOMOS Burra Charter have a future together?

Heritage roads are particularly complex mixes of the tangible and intangible with significant issues of scale and boundary definition. According to its preamble, the Burra Charter is not a prescriptive document but one which sets a standard of practice and, in this sense, currently provides adequate guidance for the consideration of heritage roads. It is, however, of limited practical help given the complexity referred to above. The continuing effort by Australia ICOMOS to embrace intangible heritage comprehensively will inevitably see a major shift in how heritage values are assessed in practice, greatly improving the Burra Charters value generally and particularly for roads. A diverse sample of heritage roads is discussed in this paper: the Flinders Ranges roads (SA), Wattagan Forest road and Sydney's Southern Road (NSW). These examples demonstrate the commonality of the problems involved. They also serve to illustrate a practical approach to aid the assessment process. The almost inevitable conclusion is that, as it evolves, the Burra Charter could and should serve and be served by heritage roads.(a) For the covering entry of this conference, please see ITRD abstract no.
