Every silver lining has a cloud: planning for progress amidst uncertainty: the West Coast integrated transport infrastructure plan

Recent studies confirm and indications show that there are likely to be significant increases in bulk volume production on the West Coast in the short to medium term, principally coal. Based on freight predictions, the West Coast will be facing acute transport infrastructure investment demands in the immediate future. Integrated Transport Strategies (ITS) are now an established transport planning tool for responding to these demands, and have been completed for a number of regions including the West Coast. The West Coast ITS highlights the inherent difficulties in developing a best for region integrated transport infrastructure plan amidst an environment of ongoing uncertainty and competing local priorities. The issue of who will fund transport infrastructure works is a key element of many ITS, and this was particularly so for the West Coast where transport users may be prepared to fund up to the least cost option, which may be less than the cost of the preferred community option. The means of funding the gap between the two is an ongoing issue with local authorities who seem likely to continue to look to central government to meet the shortfall.
