Maryland Makes Preservation Work
This article describes a process by which the Maryland State Highway Administration developed a proactive pavement management system with the help of an outside consultant. The new process began with a top-down analysis with network-level planning to determine the best initial strategies, followed by project-level analyses. Components of the program included performance and prediction modeling, budget optimization and project selection tools. It also used tools to track costs and calculate benefits and estimate service life values. Each component is described. Some of the benefits include the ability to justify maintenance plans to decision makers, to predict future conditions, to show how increased funding will help long-term maintenance and make system-wide decisions.
