Maritime Domain Awareness
This article provides an overview of the concept of maritime domain awareness (MDA) and briefly describes the "National Plan to Achieve Maritime Domain Awareness." MDA is broadly defined as the effective understanding of anything associated with the maritime domain that could impact global security, safety, economic activity or the environment. MDA is achieved by fully integrating cross-discipline capabilities in an infrastructure in which MDA partners work together to collect, fuse, analyze and disseminate their products and services across mission areas and institutional boundaries. In essence, MDA is about creating a collaborative information environment in which partners can monitor risks to their maritime interests while promoting the freedoms of navigation, civil liberties and maritime commerce. Recognizing the need for a transformational interagency maritime forum, President Bush directed the formation of an MDA implementation team in October 2005 to coordinate the federal effort and work to develop a global enterprise that will support the full range of civil and military maritime information needs. The goal is to enhance decision making by performing the essential tasks outlined in the "National Plan to Achieve Maritime Domain Awareness." These tasks include: (1) persistently monitoring vessels, cargo, crews, passengers and all identified areas of interest; (2) accessing and maintaining data on vessels, facilities and infrastructure; (3) collecting, fusing, analyzing and disseminating information to decision makers; and (4) accessing, developing and maintaining data on MDA-related mission performance.
