Should States Sell their Toll Roads?
This study examines the emerging role of the private sector in developing new toll roads in the United States. It provides a context for the toll road privatization debate. It also provides a summary of the recent international experiences of selling long term concessions to manage and operate toll roads that currently exist. In addition, the paper reviews the economic impacts of toll road privatization and investigates whether or not better motorist outcomes would result from privatizing toll roads.
