METHODS FOR EXAMINING THE EFFECTIVENESS OF SHORT-STAY PARKING ZONES
METHODE ZUR UEBERPRUEFUNG DER WIRKSAMKEIT VON KURZPARKZONEN
A procedure has been developed for examining the demand for parking places in short-stay parking zones, pay parking and the economic control by the executive. Fundamentals are concerned with dimensions, utilization rates (occupied/available spaces) and efficiency (observed/desired frequency of occupation). The data were collected by the registration number method at fifteen minute intervals. The efficiency and overloading probability were calculated for each area. By this means the situation of a short-stay zone may be classified in one of four groups. Group 1 is characterized by slight probability of overloading and low efficiency (potential parking places). Group 2: high probability of overloading with low efficiency (many drivers hunting for spaces). Group 3: low overloading probability with high efficiency (good operating conditions). Group 4: high overloading probability and high efficiency (too few parking places). The application of the procedure in practice is shown using Vienna as an example. An improvement of the efficiency can be achieved by amending the habits of users and by strengthening control by the executive. /TRRL/
