Validation of Pennsylvania Statewide Travel Demand Model
The Pennsylvania Department of Transportation (PennDOT) maintains the 4th largest roadway network in the United States, a system of over 120,000 miles of paved surface. The maintenance costs associated with this system, along with many aging bridge structures have reached record levels and will continue to increase. As part of the Department’s Long-Range Transportation Plan (The Pennsylvania Mobility Plan), the statewide travel demand model was developed, validated, tested, and used as an analytical tool to help guide decisions. The model was developed within an aggressive schedule and without specialized data collection efforts. Although the socioeconomic data was developed from national sources, the data was distributed based on local expertise. The statewide model is designed to compliment existing MPO models, while providing a means to evaluate major corridors and projects of statewide significance. Early and ongoing coordination played a key role in developing a tool that can share information with existing PennDOT systems. Two of these systems are the Traffic Monitoring System (TMS) and the Roadway Management System (RMS). These systems provided valuable information in the development of the model, including roadway functional classification, number of lanes, and valuable count information. The model also compliments other systems at PennDOT by providing future AADT that is based on changes in population and employment. The model incorporates a volume refinement technique that is based on NCHRP 255. This adds additional merit to the model outputs, and promotes efficiency by incorporating these refinements directly into the model chain.
