Intercity Route Choice Stated-Preference Model to Investigate Driver Response to Road Pricing

The introduction of innovative transportation policies in general, and road pricing in particular, has become a key priority in both developed and developing countries due to increasing demand for private vehicle usage. The success of a new pricing policy, however, largely depends on public acceptance, and therefore investigating driver responses to pricing has to be treated with utmost priority. This study investigates driver response to the proposed toll motorway project connecting the cities of Corinth and Patras in Greece. Analysis of the intercity route choice behavior of road users and driver sensitivity to road pricing are the main objectives in this study. This toll motorway project has yet to be implemented and therefore, the actual travel data or revealed preference (RP) data do not exist at this stage. Hence, this study uses stated preference (SP) data in the analysis. A binary choice model is used in this study with the choice options, a dual carriageway with full grade separation (proposed toll motorway) and existing alternative routes (existing single carriageway toll motorway and scenic coastal road). The socio-economic and journey related characteristics of the current road users along with their stated preferences (SP) on the proposed toll motorway are explicitly incorporated in the model estimations. Attributes of travel time, travel cost and road type are included in the model to elicit route choice behaviors of intercity travelers. The Greek Government realizes that road pricing is a useful policy in order to finance the road infrastructure and to provide enhanced mobility. Therefore road pricing is considered in this study as a policy option to promote commercial practices thereby enhancing the liberalized markets.
