From Plan-Demanded Data to Plan-Ready Information: A Rationale for Comprehensive Urban Knowledge Infrastructures
Advances in computer technology make it possible for municipalities to collect, store, organize and reuse information collected by various departments in the course of their projects. This paper describes the benefits of a city building such a "knowledge infrastructure" for use in its planning decisions. A knowledge infrastructure would make project development and management more efficient and expeditious. Municipal planners should play a key role as a catalyst in the transformation of data into knowledge. Case studies from Venice, Italy, are presented that highlight the first- and second- order returns that the authors were able to extract from their progressively accumulated knowledge base when data was first used for a specific, immediate purpose and then later reused for new research on a different topic.
