What Does the Future Hold for Rail Transit Public-Private Partnerships?
This article describes a transit project in the Research Triangle Park area of North Carolina’s Duke University and downtown Raleigh that is turning to a combination of private and public financing, having taken itself out of the Federal Transit Administration’s New Starts pipeline because of cost issues. A master development agreement with a financial development and real estate concern would enable transit-supportive development to occur in the vicinity of the line and create an ongoing revenue stream. The article describes terms used to define these arrangements, known as PPPs (public-private partnerships) and gives examples of where they are operating in U.S. rail transit projects. Additional information is provided about innovative contracting processes, financing techniques and organizational methods being used around the U.S.
