Be quiet! Say no to noise
This second part of a series on night-time delivery bans examines what the industry could do to help itself. The first part showed that night-time truck bans imposed by UK local authorities in urban areas were obstructive and often caused more environmental problems than they solved. Relaxation of the rules to allow 24-hour deliveries would improve delivery times, but increase staff levels and necessitate quieter vehicles. Improved vehicle utilisation could increase vehicle servicing costs and speed up vehicle replacement cycles, leading to operators upgrading more quickly to cleaner, more efficient vehicles. Rescheduling light goods vehicle (LGV) deliveries could reduce congestion, particularly in the peak morning hours. It would also benefit retail outlets by allowing earlier morning delivenris. A three-month trial was undertaken in 2005 by Morrisons at stores in Biggin Hill and Hounslow in which one extra delivery of fresh food was permitted to take place at 5am to test local residents' reactions. It led to only three complaints. During the trial, fuel consumption was improved, two LGVs were removed from the roads during the day and safety was improved at the Biggin Hill site where the loading bay was a shared space in a public car park.
