Evolution of EMAC

The Enhanced Managing Agent Contract (EMAC) initiative announced by the Highways Agency, UK, in 2003 is described. It focuses on the importance of best value, whole life costing and increased efficiency. In the 1990s, the Highways Agency divided the UK into 24 geographical areas for the maintenance of the trunk road network and awarded a contract to a maintaining agent (MA) and a term maintenance contractor (TMC) for each area. Traditional MA/TMC contracts gave little opportunity for partnering and integration and were inefficient. The management of MA/TMC contracts was improved by the SITEMAN initiative. The Highways Agency reviewed its procurement strategy and in 2001 tendered the first Managing Agent Contract (MAC) for Area 8, focusing on increased value for money. Many MAs and TMCs formed strategic alliances, creating new joint venture companies. Carillion-URS teamed up with Causeway Technologies to develop project controls software based on Causeway's Project Cost Accounting and won MAC contracts for seven areas. Causeway worked with all bidding organisations on the tenders for EMAC Area 2. The preferred bidders, InterRoute, signed a contract to use Causeway Project Accounting in its maintenance and cost management solution.
