A Probabilistic Evaluation of the Life Cycle Cost of Recycled Pavement Construction Variability
The purpose of this paper is to describe the development of a probabilistic model to evaluate the present worth value of good construction practices over a 25 year analysis period. The paper will outline the way the output from this analysis can be used within a competitive pricing environment to determine how much more a road controlling authority should be prepared to pay to secure the supplier with the highest non-price (quality) attributes. This is compared to any of the other potential suppliers, in advance of the pricing envelopes being opened. A program of monitoring the outcome of recycling has been implemented by Transit New Zealand. This has identified a range of factors influencing the risk of post construction failure over the life of the recycled pavement. Some of these are unavoidable such as unforeseen changes in the depth and characteristics of the in-situ pavement materials, while others are sensitive to the skill and construction practices implemented by the contractor.
