ANPR Technology and Applications In ITS

The purpose of this paper is to identify the different Automatic Number Plate Recognition (ANPR) technologies available and describe some of the recent Australian applications in the field of Intelligent Transport Systems (ITS). The paper will cover ANPR system components such as cameras, illuminators, processors, ANPR engine, application software, cabling and communications. The paper will discuss the differences in requirements for mobile and fixed implementations. The ITS applications of ANPR fall into one of three categories: access control, traffic monitoring and enforcement. Traffic monitoring applications covered will include: origin-destination studies, unregistered vehicle surveys and journey time monitoring. Enforcement applications covered will include: toll evasion, bus lane, Weigh-In-Motion (WIM), speed, red light, unregistered and stolen vehicle.
