A Modeling Framework for Predicting the Effects of Road Pricing on Traffic in Singapore
The purpose of this paper is to present a study that proposes a modeling framework for using the Singapore Electronic Road Pricing (ERP) transaction data to estimate and forecast the short-term impacts of rate adjustment on peak period traffic volumes. An iterative procedure is used to forecast the traffic speeds and volumes after the change. The proposed methodology was tested on the Central Expressway of Singapore. The results show that it is practical to apply this modeling framework to a peak period road pricing system with time-variable rates. The ERP charging rates are revised every three months, which creates a need for an explicit model to predict the effects of these changes. Under this framework, separate models are developed for different categories of motorists making use of the transaction records automatically recorded for five days before a rate adjustment.
