Is climate change moving to the top of the Tories' transport agenda?
This article considers potential changes to UK government transport policy currently being proposed by Steven Norris, an opposition party member from the Conservative Party. The need to reduce emissions to slow climate change has attracted policy decisions which include major fuel price increases. Another area is the broadening of vehicle excise duty to reflect emissions levels of various types of vehicle. Investment in rail freight capacity is proposed to reduce the amount of road haulage. The extra fuel tax might be made acceptable by accompanying tax decreases elsewhere in the economy, but Steven Norris points out that public concern is increasing in environmental issues. However, he does not see road user charging as a viable proposal.
