Road transport scenarios 2040 for the Uusimaa region

In the scenario project, the long term development of the road traffic in the Uusimaa region has been considered taking into account the external factors and transport policy scenarios. Four different scenarios concerning the future of urban structure, political environment, transport prices and financing have been formed and rail transport systems, road transport policies and new infrastructure projects compatible with the scenarios defined. The various transport indicators and descriptions of transport conditions for the scenarios have been produced using a transport model covering the Uusimaa region. Comparison and evaluation have been made from the viewpoint of the most central objectives. The assessment shows that the needsin the road transport depend greatly on the development of other transport systems, land use and operational environment. From the viewpoint of traffic demand, the most important development factors are the supply of petrol products and the development of their prices. Also the availability of alternative sources of energy and their effect on the price of personal transport are important factors. The development of the road transport needs to interact with the development of land use and other transport systems. Urban sprawl will rapidly increase the demand on cross-town connections. The current road network is mainly radial and for a long time public transport will not be able to offer the same the level of service for cross-town connections as for the radial ones. Thus especially the quality of cross-town road transport network as well as possibilities for operating public transport should be ensured in the future. The comparison of scenarios shows that the functionality of the road transport cannot be ensured only by investments in infrastructure if the traffic demand continues to increase rapidly. Therefore demand management must be seen as a part of the future transport policy. The ageing of the population is a challenge concerning traffic safety and mobility and creates pressures for enhancing the comprehensibility of the road environment. The increasing congestion on the radial main roads and developments in the urban rail systems would seem to increase the demand and importance of park-and-ride in all scenarios.
