Development of the Maintenance Rating Program for City Roadway Networks in Taiwan

The quality of road maintenance is an important issue for both government agencies and users. Absence of an appropriate tool for evaluating performance of road maintenance means that there is no available data to use for the rating purpose. This research seeks to remedy the situation by focusing on the development of a maintenance rating program (MRP) for both city and county roadway networks. This is the first time that the central government’s roadway authority established a rating program to evaluate each local government’s budget allocation efficiency for roadway maintenance. Significantly different from the Florida’s MRP system, Taiwan’s system consists of two major parts: the efforts of strategic performance and the outcomes of practical performance. A baseline application to establish the existing conditions of the city roadway network was performed between April and June 2005. This paper discusses the development of detail items that compose the rating program and its application in the asset management project.
