Interface Requirements of Asset Management with Existing Pavement Management Systems
Much effort is currently being expended at the national level in pursuit of the broader concept called “asset management.” This effort includes a task force in American Association of State Highway and Transportation Officials (AASHTO) as well as committee activities in Transportation Research Board (TRB) and reorganization at Federal Highway Administration (FHWA). In a general way, this emphasis leaves the impression that historical pavement management activities as well as bridge management have been successful. It must be understood that asset management can only be successful if it faithfully uses specific information from pavement management, bridge management, and other individual management systems. This paper explores these areas of possible confusion and outlines the relationships and interfaces that are necessary for successful asset management. About sixty percent of all assets of any department of transportation represent its pavement network. Thus the pavement management system is a keystone, indeed the corner stone, of any good asset management system. It is necessary that Pavement Management System (PMS) professionals be open to the broader concepts and willing to cooperate fully. While the requirements of an asset management system are less technical and broader than those of a pavement management system there is 80 to 90% congruence in the requirements of the two systems. This paper defines this congruence and points out the pitfalls that will occur if asset management functions only in the broad area of planning and does not accept adequately the physical details required from pavement, bridge and similar management systems.
