From cups to brown sugar

The active traffic management implemented by Traffic Wales, a partnership between the Welsh Assembly and Atkins, around the Millennium Stadium, Cardiff, UK is described. The stadium hosts major sports events and concerts and can hold 74,000 people. At the end of an event, the road network has to cope with 80,000 vehicles leaving Cardiff. The capacity of the M4 is 3,800 vehicles an hour on three-lane sections and 2,700 vehicles an hour on the two-lane sections. The management approach consists of partnership, planning, technology and communication. Cardiff City Council determines which park-and-ride sites and coach parking sites will be used. Traffic Wales draws up message-sign plans to get the traffic into Cardiff via the four M4 junctions and into the designated parking sites. Where possible, non-essential roadworks and maintenance are suspended. Traffic Wales uses network management and intelligent transport system (ITS) for major events. Data is delivered to Traffic Wales' transport management centre on the M4, which is shared by the police motorway patrol vehicles, trunk road agencies and Trafficlink, for processing and dissemination. Driver information is provided by phone, signs and website.
