Ahead of the Game: A Pavement Preservation Program Reaps Reards in Santa Barbara County

This article describes how the Santa Barbara County public works department put a pavement preservation and pavement asset management program to use after years of a "worst first" approach to road reconstruction. The new program, Road Maintenance Annual Plan (RdMAP), was launched six years ago to analyze and maintain a network of 1,667 lane miles of asphalt roads over 2,738 square miles with the help of a geographic information system. The author also describes MicroPAVER, the latest version of the management system. A sidebar describes the county's use of a rejuvenating fog seal called PASS QB. The county saves about 80 percent of the cost of a slurry seal by using the fog seal, which allows funds to be reallocated to roadways needing major rehabilitation.
