Using Traffic Impact and Parking Demand as a Planning Tool: Brothels and Nightclubs
In Melbourne, Australia, as with many other jurisdictions, a traffic impact assessment report must be prepared for new uses. This report must be submitted to the relevant planning authority as part of the planning process. Uses that require planning permits include nightclubs and brothels. In Melbourne over recent years the lack of available parking and the impact of a use on existing traffic conditions have been used as the ‘trigger’ to close down a large (1000+ patron) nightclub which had been the scene of a number of murders and to tightly control the siting of new brothels. Similar in scope to using tax laws against Al Capone, traffic impact and parking demand can be used as a planning tool to control various uses seen by many as undesirable. This paper discusses this issue with particular reference to brothels and nightclubs.
