Three Years on, and the PPP Presents a Mixed Picture
This article presents an assessment of the Public-Private Partnership (PPP) that is in its third year after being formed to upgrade rolling stock and infrastructure and carry out maintenance on parts of the London Underground. The year 2005-2006 marked the third year in which the private Metronet and Tube Lines consortia assumed responsibilities for infrastructure and rolling stock under a 30-year contract. The structure of the contracts is described, along with the outputs by which performance is measured. Benchmarks include average lost customer hours. Some of the challenges in meeting performance goals are described, including a large backlog of work. Specific lines have received special directives, aimed at reducing equipment failures and addressing safety concerns. Returns and profits for the contractors are also discussed.
