Review and Analysis of the Effects of Major Aviation Accidents in the United States on Safety Policy, Regulation, and Technology

Milestone accidents are those that have resulted in fundamental changes in aviation. This paper analyzes the impact of milestone accidents on aviation safety developments. Civil air transport accidents over a 15-year period (1988-2003) were reviewed to select milestone accidents. The impacts of milestone accidents are shown using a timeline format to demonstrate various sets of outcomes and their interrelation over time. Indicators of change are U.S. Congressional and Federal Aviation Administration records and other published information. The analysis shows that these milestone accidents have led to significant changes in policy, regulation and technology. However, these outcomes were reactive as opposed to proactive solutions.
