Information services about road asset

The information about Road Asset, Roads, Bridges, Gravel Roads and Road Furniture, contains detailed data about the physical dimensions, state and traffic. The Road Asset Information is used with all Road Administrations activities with clients, regulators and partners. The Users groups for this service are divided to users in Finnish Road Administration (Finnra) and to the other users. Information Services are classified in this report according the value added to the data. One piece of information is used in several phases of the planning process. The provided information services must follow this practice. When the data changes to information the expert knowledge is used to combine and classify the data or new variables are created with the help of different software. Information Services can be one precise piece of information from certain place on road network or present the state of the network as a distribution or predicted development of the condition network. This report classifies information services according to the value added chain: 1) Basic information 2) Analysis 3) Programs 4) Strategy work. Finnra needs new possibilities to combine information about the society with the Road Asset Data. Especially road districts need user friendly analysis tools and possibilities to use the needed information. Information Service Concept is established in this report as a way to define new services and get the benefit from the existing components. Service which contains modules which are used several times in a similar way can be made to a product which can be asked from markets. Product explanation is an important tool to provide the possibility to estimate the need, quality and benefits of a new Information Service. The problems with the development of these Services are based mainly on the existence, quality and quantity of the data in databases. The planning process of the Information Services is a good way to find these shortcomings. The summary is that the Finnra has good possibilities to benefit from the modern Information Services during the planning, procurements and strategy processes.
