Novice Driver Training Effectiveness Evaluation
This paper observes that suitable alternatives for evaluating the effectiveness of novice driver training must be found since accidents (the ultimate criterion of safety) happen too infrequently to allow valid assessment without prohibitively large samples. The most valid alternative would be measures of the way novices drive, not how they can drive but the way they actually do drive when on their own. Effectiveness can only be measured through random experiments in which control groups receive sufficient instruction to become licensed and face the same challenges as those taking the driver education program being evaluated.
