Improving performance at the DLR

The franchise of the Docklands Light Railway in London, UK, is up for renewal. The current franchisee is Serco Docklands Ltd. Despite early problems, the DLR runs at 97% reliability with 95% customer satisfaction. Serco has a performance unit at Poplar which can release funds to solve performance problems. A daily meeting is held to analyse the previous day's running. Vehicle-related issues are the biggest single cause of delays and the entire 94-vehicle fleet is being refurbished at Alstom's Wolverton works. Signalling is the second cause of delays. There is a low incidence of infrastructure-related delays. The Alcatel Seltrac control system on the DLR was upgraded in 1998. Serco Docklands Ltd is a member of the Alcatel Users' Group. The DLR has changed traffic patterns as the Docklands regeneration area has expanded. DLR travel is influenced by the Excel conference centre, Canary Wharf and the Isle of Dogs office area. DLR has a good safety record. All stations are protected by closed circuit television and CCTV is being introduced on trains. The DLR is in discussion with Tower Hamlets and Newham over ways to improve the security of walking routes to stations. A shortlist of companies that have prequalified for the new franchise contract has been published: First Carillion Ltd., Keolis/Balfour Beatty, Serco Ltd., and Transdev RATP Docklands Ltd.
