A Process for County Road Planning
A county road planning process was developed that would facilitate the best use of scarce resources and that could be easily adapted to a county's unique situation. The planning process was used to create a county road plan for Cass County, North Dakota, and the process was modified during the project to reflect what was learned as the county's road plan was being developed. The planning process recommended in this report consists of five basic steps with 15 associated activities. The process is intended to be used not only by county transportation administrators, but also by consultants and state Local Technical Assistance Program (LTAP) personnel. Consultants and LTAP personnel can provide counties with valuable assistance in using the recommended planning process and in developing county road plans.
