A Procurement Strategy Transform Russia's Motive Power

This article describes a program to replace the aging Russian fleet of locomotives, which have not been replaced at sufficient rates since the start of the 1990s. Historical forces affecting investment decisions in the country's rail network are detailed, especially the transition from a planned to a market economy. The railway system was reorganized as an open joint stock company (OAO RZD). The article provides information about the basic principles behind the program: power increases, reduction in energy use, greater durability, longer service life and more efficient technology. Charts include technical specifications for new locomotives. Another table shows locomotive manufacturing capacity in Russia and CIS countries, as well as a cross section of one of the models
