French Revolution
The French Rail Network (RFF) is seeking private investment for some of the most important rail projects in the country. That decision, encouraged by the European Union and enforced by the French government, is a radical departure from the normal way of operating, and is driven by economics. The government does not have the funds needed for the projects, and it is looking at private-public partnerships to develop a high-speed strategic route. There may not be enough riders to make the project profitable, however, and this project may mean that maintenance of existing tracks is given a lower priority.
