Does Thames Gateway partnership show way forward for transport infrastructure delivery?
The Thames Gateway South Essex (TGSE) region is a major growth area in the UK, placing pressure on the area's road network and public transport. The development of a new public-private delivery vehicle in the region is described. A key element of this is a new transportation board for South Essex. The board's aims include delivery of a transformation strategy, development of an agreed approach on development and delivery of the three local transport plans (LTPs) for the area and the harnessing of private sector skills whilst ensuring there is a mechanism for public accountability. The board has published its 'Business plan for transport', which identified a #1.8bn list of transport schemes. The flagship schemes include rebuilding the A13-A130 interchange, a new north-south rail line linking the 'c2c' and 'one' lines, and the development of a bus-based South Essex Rapid Transport system. Potential sources of revenue include road pricing and a 'roof tax' on new housing developments. The board is seeking #20m in pump priming for preparatory work on the schemes.
