Warming up for battle
The Salt Manufacturer's Association undertook an online survey to see if there was a consistent approach to de-icing policies across the UK. More than 60% of local authorities that responded reported that they had changed their de-icing practices to meet new legislation implemented in 2003. Most authorities had reviewed stockholding plans. The actual size of stockholdings varied. The overall holding against severe weather was 17 days. Some authorities reported that stockholding affected their ability to meet demand in the 2004-2005 winter and most of these indicated that they planned to increase their stock for the 2005-2006 winter. There were differences in the frequency with which authorities checked and measured salt stockpiles during winter, with the average being 57 days. To prevent leaching, 75% of salt piles were covered. Future changes included the use of salt treated with agricultural byproducts, the monitoring of gritters with tracking systems, infrared temperature sensors on patrol vans, and the use of weighbridges to improve stock control. Some authorities mentioned the need for independent advice on best practice.
