State benefit: a poll on toll violation enforcement
Florida's Turnpike Enterprise reviewed and compared the violation enforcement systems (VES) operated on toll roads in 15 states in the USA. Penalties and the processes by which violations were enforced varied. Most toll road authorities issued civil penalties that require payment of the evaded toll plus associated administrative penalties. A significant percentage of payment notices go unanswered. Details are given of the systems operated in California, Colorado, Illinois, Virginia, Florida, Pennsylvania, Kansas, New York, Michigan, Louisiana and South Carolina. Many state agencies try to convert toll violators into customers, allowing them time to pay. When collection agencies are contracted to collect delinquent accounts, a percentage of the amount recovered is paid to the collection agency and the toll authority keeps the remainder. Prison can be an option for the worst toll system violators.
