Gaining momentum

The evolution of the San Francisco Bay Area freeway management system in California, USA is reviewed. The first stage was the installation of Traffic Operations Systems RT (TOS) equipment to monitor and manage traffic and to communicate to drivers. SMART corridors were formed. Traffic monitoring stations are used to collect speed, volume and occupancy data. CCTV cameras are used for incident detection and to check road conditions. Variable message signs and highway advisory radios are used for driver information. Freeway management is controlled from the Transportation Management Center (TMC) in Oakland. The centre includes the Bay Area511, which disseminates traffic information to the travelling public. At the regional level, the California Department of Transportation (Caltrans), the California Highway Patrol (VHP) and the Metropolitan Transportation Commission (MTC) work in partnership with local agencies for improved freeway management. SMART corridors are programmes fostered by these partnerships. These include the Silicon Valley Intelligent Transportation System (SV-ITS), where participating agencies share a fibre network and traffic monitoring cameras, and the East Bay SMART corridor.
