Partnership in Action
Barges and towing vessels operate year-round, 24 hours a day. This puts tremendous strain on their crews. To address this problem, the American Waterways Operators (AWO) association and the U.S. Coast Guard are working together to address endurance-related issues facing towing industry operations. This article describes this collaboration. Together, the Coast Guard and AWO have developed the Crew Endurance Management System (CEMS), a holistic approach addressing job-related environmental, operational, physiological and psychological factors that may impact crew endurance. CEMS is a cycle of continuous improvement, in which companies and vessel crews analyze risks, establish a plan to deal with those risks, implement the plan, evaluate the results and modify the plan as necessary. A manual has been developed to help companies implement CEMS, and several barge and towing companies are participating in CEMS demonstration projects.
