National Transportation Organizations. Their Roles in the Policy Development and Implementation Process
This publication is designed to shed light on the form and substance of the transportation policy-making process and also on the participants in the process. The focus is on the federal level of the transportation policy-making process because federal policies have a preeminent role in shaping transportation activities at all levels. The publication describes how state and local governments are considered stakeholders in this scheme, interested in shaping and molding the transportation policies of the federal government in ways that are most beneficial to their constituencies. The first objective is to illustrate the intricacies of transportation stakeholders – that is, the specific interests that factor into the complex web of national transportation policy formulation and implementation. The composition of these stakeholder groups, their positions, and their roles in policy making are discussed in Chapter 2 and Chapter 3 lists the stakeholder organizations by category, which serves to clarify the position or interests each represents. The second objective of the publication is to define the federal government’s transportation policy-making process. Chapter 4 includes a discussion the types of transportation policies enacted by the federal government, as well as the forms of these policies. Chapter 5 is an overview of the various federal government agencies and organizations that have a role in the formulation or implementation of transportation policy. Two comprehensive directories are also included. The first directory, found in Chapter 6, contains information on the organizations that are listed in Chapter 3. The directory in Chapter 6 helps identify key stakeholders within the context of specific policy issues. The second directory, provided in Chapter 7, includes contact information for federal transportation agencies and organizations and for the transportation-related organizations that are discussed in Chapter 5.
