RESEARCH ON EQUIPMENT TECHNOLOGY UTILIZED BY LOCAL GOVERNMENT: STREET CLEANING
The report focusses on means of enabling officials to select street cleaning equipment technologies suited to their individual operating conditions in a cost-effective fashion and to enable equipment manufacturers to reduce unnecessary variation in technologies offered to local government. It also provides manufacturers with a basis for improving street cleaning technology. A systems analysis approach revealed that most jurisdictions need procedures and guidelines to help them establish street cleaning program objectives based on quantitative measures of street cleanliness. Based on these objectives, agencies need further information for establishing tradeoffs between cleaning frequencies and equipment efficiencies. A procedure developed for establishing performance specifications revealed that more extensive equipment performance data is needed for further development of performance specifications. The report includes analyses of street cleaning operations and local operating conditions, and a discussion of alternative technologies and cost variables.
