Road Work Ahead

In 1994, a community design program was developed in Iowa to deal with social action as well as transportation projects in rural towns. This article describes this program, called the Living Roadways Community Visioning Program. The program helps teach officials and residents in small towns how to think about design, develop plans, write grants, compete for federal transportation funds, and look for private donations. The Iowa Department of Transportation and Iowa State University have set up a contractual arrangement for the Living Roadways program in which the university administers the program using state and federal funds. Since 1996, 110 communities have participated in the visioning program. Many of the projects have involved improving the rural highways that overtook traditional main streets several decades ago, but are now less traveled due to the presence of interstates.
