Black Cloud, Silver Lining
A spate of airline accidents has spurred the European Commission to pump up the role of the European Aviation Safety Agency (EASA) and to provide a blacklist of airlines that do not meet safety requirements. Airlines generally do not favor blacklisting, but a number of European countries are already publishing lists. This article describes the reactions of the IATA and ICAO, which are opposed, as well as the future role of EASA in setting certification standards that must be met by any airline wishing to operate in any EU state. The article suggests that blacklisting will not be necessary once EASA's new rules are put into effect. Those rules and regulations are described, as well as some fears on the part of European airlines.
