Changing forces
This article describes the selection criteria used by local authorities in the UK to choose a bailiff company to collect their unpaid penalty charge notices, focusing on the partnership between Wychavon District Council and Bristow and Sutor. With large numbers of out of town visitors, the suppliers needed to demonstrate and prove performance levels for tracking defaulters. With enforcement service contracts, important criteria are the transfer of information, data integrity, and cross communication. The debate continues whether penalty charge notices should be collected at all costs. Bailiff companies recoup their costs from applying the legislative fees to the recovery of the parking debt. There is a trend towards local authorities forming countywide partnerships, eliminating duplication and ensuring best value services are delivered.
