Recycling roads - it's a WRAP

WRAP (Waste and Resources Action Programme) had been carrying out a series of one-day workshops in the UK on recycled roads, aimed particularly at local authorities. These focus on the specification and use of recycled materials in highway and street maintenance. The WRAP Aggregates Programme aims to promote sustainable use of recycled and secondary aggregates by addressing the barriers to their increased use. The barriers include lack of good information and end-user confidence. The workshops were developed by WRAP in conjunction with BRE, TRL, Atkins and Capita Symonds. TRL has developed case studies illustrating the use of recycled and secondary aggregates for WRAP. In 2004, WRAP published a document entitled 'The Big Picture - Specifying Recycled in Local Authority Contracts for Highways Maintenance: Good Practice', which presents the business case for recycled roads. The guide lists the ways that recycling can be set as a requirement in contracts for highway maintenance and new construction. An example of how recycling can work in the local authority environment is outlined. This relates to the renewal of the A6116 Rockingham Road in Corby. The Specification for Highway Works allows the use of a recycled and secondary aggregates and recycling techniques. Applications for recycled aggregates are briefly summarised.
