The inspection, maintenance and refurbishment of multi-storey car parks

Many multi-storey car parks (MSCPs) in the UK are built of reinforced concrete and were designed using building standards that are now out of date. Poor design, poor construction and low standards of maintenance have led to deterioration. The partial collapse of the Pipers Row car park in Wolverhampton in 1997 led to the publication of the Institution of Civil Engineer's (ICE) guide, Recommendations for the Inspection, Maintenance and Management of Car Park Structures. The guide recommends the implementation of a 'Life Care Plan' for each car park structure. It contains information of the 'Life Car Process' in relation to inspection, maintenance, repair, rehabilitaton, and replacement. The report recommends that a condition survey should be conducted every eight years. The varying levels of survey (indicative, limited and full) are described. Maintenance and repair options include protective deck membranes, anti-carbonation coatings and waterproofing membranes on the top and exposed decks, galvanic anodes, surface-applied migratory corrosion inhibitors, and impressed current cathodic protection systems.
