Private Project Stores Public Stormwater
When Costco Wholesale Corporation built a new store in Woodinville, Washington, part of the construction project included installing an underground stormwater detention system to handle runoff from the store's 8-acre parking lot as well as from an adjacent public roadway. This article describes the design and construction of this unusual system, in which stormwater from a public road is stored on private land in a privately built project. The detention system includes a manifold system comprising one, 164-foot-long run of 96-inch-diameter corrugated steel pipe with 14 perpendicular runs of 96-inch-diameter pipe of varying lengths. Vertical access risers are fitted with casting and grates to allow stormwater to enter the system. Each run of the pipe has end caps to detain the water. Flow control structures fabricated inside two subsurface outlet catch basins allow stormwater to soak into the ground slowly. The size and complexity of the detention system created the biggest construction challenge.
