What Has Been and is Being Done for the Disabled People in Moscow

The analysis of the state of the problem of transportation for elderly and disabled people within the city showed two forms existing in Moscow: subsidized standard taxis with the guaranty of assistance from door to door and excursion collective rides by buses with a lifts for wheelchair users. There are a opportunities for the development of the fixed routing service. The main obstacle is an absence of work in the direction of development of access models and infrastructure of General municipal transport: buses and trams. The problem of ensuring access of buildings and environment has all conditions for its decision: there are lows act, norms, recommendations and the lack of rich experience in the other countries which are used in Guide-book “Elements of Environment”, “Elements of Buildings” and “Accessible Transport”. There are no more than 10 accessible objects in Moscow. The application of the standards is coming to pass slowly and it does not always correspond with the standards. Moscow Law received in February 2001 will fine customers, projectors, builders, administration and others who will not observe norms and regulations of ensuring access to the city environment and its objects for elderly and disabled people. Authors recommended organizing the special instance of projects concord, special commissions for the control of the objects construction, a special lecture and design course for students of architecture and building colleges.
