Climate change and sustainable energy bill - explanatory notes

The main purposes of the climate change and sustainable energy bill include to reduce carbon dioxide emissions, to assist in alleviating fuel poverty, and to assist in providing long-term viable energy supplies by microgeneration and community energy provision. The Bill includes a clause requiring the Prime Minister to lay a report before parliament on steps the government has taken to reduce the emission of greenhouse gases, and the levels of greenhouse gases in the UK. Another clause requires the Chancellor of the Exchequer to publish a report annually on fiscal measures to assist with microgeneration and energy efficiency. A national target for the take-up of microgeneration, the sale of energy from microgeneration to the National Grid, access to green energy certificates, promotion of community energy schemes, and a renewable heat obligation are outlined.
